VP Chiwenga’s Murewa Address Sparks Constitutional Reform Debate

Murewa, Zimbabwe – Vice President Constantino Chiwenga’s recent address at a Roman Catholic Church gathering in Murewa has ignited considerable political discussion, particularly concerning his scriptural references amidst the ongoing debate surrounding constitutional reforms proposed by President Emmerson Mnangagwa.

During his speech, Vice President Chiwenga lauded the virtues of Saint Francis of Assisi, advocating for leaders to embody humility, simplicity, peace-building, and compassion for the vulnerable. He emphasized these qualities as fundamental to balanced leadership.

However, it was his poignant allusion to the biblical narrative of King Hezekiah from the Book of Isaiah that garnered significant attention. Chiwenga reportedly stated, “When God asks you to do something, never question why.” He recounted King Hezekiah’s initial belief in an indefinite reign, followed by the prophet Isaiah’s divine warning of his impending demise. Chiwenga highlighted the king’s resistance and subsequent granting of an additional 15 years, which, paradoxically, led to his downfall through the exposure of state secrets and eventual capture.

This parable has been widely interpreted as carrying profound political implications, especially as Zimbabwe navigates the proposed Constitution of Zimbabwe Amendment (No. 3) Bill, 2026.

Proposed Constitutional Amendments and Their Impact

The contentious bill seeks to introduce extensive alterations to the nation’s governance framework. Notably, it proposes a shift from direct presidential elections to a system where the president is elected by Members of Parliament in a joint session. Furthermore, the bill aims to eliminate provisions that guarantee automatic succession by a vice president in the event of a presidential vacancy. This particular clause previously positioned both Vice President Chiwenga and fellow Vice President Kembo Mohadi as immediate successors.

Political analysts suggest that these proposed changes could substantially reshape the dynamics of succession within the ruling Zanu PF party and the government, potentially bypassing established pathways to power. Vice President Chiwenga, a pivotal figure in the 2017 military intervention that brought President Mnangagwa to power and a former commander of the Zimbabwe Defence Forces, has long been considered a potential successor. The constitutional amendments, however, appear to diminish this prospect.

Additional proposals within the bill include extending presidential and parliamentary terms from five to seven years. Critics argue that such an extension, particularly if it benefits current office holders, is unconstitutional without a national referendum. The bill also seeks to expand the Senate from 80 to 90 members, granting the president the authority to appoint an additional 10 senators based on professional expertise. This provision raises concerns about the potential for increased executive influence over the legislative branch.

While proponents of the reforms, including President Mnangagwa’s supporters, contend that these changes are designed to enhance governance efficiency and reduce the frequency of elections, opposition parties and legal experts have voiced significant apprehension regarding their implications for democratic principles and accountability.

Members of Parliament are slated to vote on the bill in late May, marking a critical juncture in Zimbabwe’s political trajectory.
