Blessful Catering (Pvt) Ltd Faces Court After NRZ Sting Uncovers Million-Litre Illicit Fuel Ring

A sophisticated, multi-million dollar fuel smuggling operation, allegedly orchestrated under the guise of a catering company, has been dramatically exposed in Zimbabwe, sending shockwaves through the nation’s economic regulatory bodies. At the heart of this audacious scheme stands Blessful Catering (Pvt) Ltd and one of its directors, Liranzo Mitchel Masiya (34), who has appeared before the Harare Magistrates Court facing grave allegations of illicitly importing nearly a million litres of diesel and truckloads of methanol without a single declaration to the Zimbabwe Revenue Authority (Zimra).

The complainant, Zimra, represented by its vigilant loss control manager, Mr. Hillary Simbaneuta, has laid bare a meticulously planned criminal enterprise. The court heard how Blessful Catering (Pvt) Ltd, initially registered in 2022 ostensibly to provide catering services, allegedly morphed into a conduit for massive cross-border smuggling. Prosecutors allege that in 2026, Liranzo Mitchel Masiya, alongside other company directors and a still-at-large Marvin Kesani Masiya, hatched a cunning plan to flood Zimbabwe with undeclared fuel from Mozambique and South Africa.

The Modus Operandi: A Web of Deceit

The illicit consignments, the State contends, were systematically brought into the country through critical border posts including Chikwalakwala, Forbes, and Beitbridge. The scale of the deception became chillingly clear on July 23, 2026, when a crucial tip-off reached detectives. Information pointed to a massive diesel shipment smuggled from Mozambique via the Forbes Border Post, cunningly utilizing the National Railways of Zimbabwe (NRZ) as its unsuspecting transport vector.

Acting swiftly, detectives descended upon Rusape NRZ Station. What they uncovered was staggering: seven railway fuel wagons, each brimming with 42,500 litres of diesel, totaling an astounding 297,500 litres. But the plot thickened. Investigations revealed that this vast quantity of fuel was being imported under a brazen disguise – declared as bitumen, a road construction material, to evade duties and regulatory scrutiny.

Documents recovered from Rusape Station Manager Farai Chipunza, allegedly supplied by the elusive Marvin Kesani Masiya, falsely identified the consignment as bitumen. Further probes peeled back layers of this criminal enterprise, exposing a pattern of similar illicit imports of diesel into Zimbabwe using the same railway route. The total quantity of diesel allegedly smuggled now stands at a staggering 977,500 litres, with its full value still under assessment, hinting at a colossal loss to the national fiscus.

The audacity of the alleged syndicate didn’t stop at diesel. The court was also informed of another significant breach: in September 2025, the accused allegedly smuggled nine truckloads of methanol from South Africa into Zimbabwe by road, again without the required declarations to Zimra. Following these discoveries, Zimra reportedly confronted Blessful Catering (Pvt) Ltd, seeking an explanation. Liranzo Mitchel Masiya, through email, reportedly acknowledged the importation of the nine methanol consignments, further solidifying the prosecution’s case.

Liranzo Mitchel Masiya has been remanded in custody, her bail application now a critical juncture in this unfolding drama. The prosecution alleges that the company unlawfully imported 977,500 litres of diesel and nine truckloads of methanol, directly prejudicing the revenue authority of untold millions. As the legal proceedings continue, Zimbabwe watches closely, demanding accountability and a decisive crackdown on the shadowy networks that bleed its economy dry.
