Municipal Police Set to Gain Arrest Powers with Urban Councils Act Amendments

Municipal police across the country are set to be granted arrest powers once the amendments to the Urban Councils Act are finalized.

This change aims to improve local governance and enhance enforcement of by-laws, particularly around illegal street vending.

Local Government and Public Works Minister Daniel Garwe made the announcement during a press briefing at the Bulawayo City Council (BCC) chambers.

He emphasized that President Mnangagwa had instructed municipal police to treat vendors respectfully and avoid harassment.

Minister Garwe explained that while the amendment is still in progress, municipal police will continue to work in close coordination with the Zimbabwe Republic Police (ZRP), who currently hold the responsibility for law enforcement.

He also shared that President Mnangagwa has directed the ministry to expedite the construction of market stalls and proper vending spaces.

This initiative aims to create safer, more dignified spaces for vendors to operate.

While advocating for better conditions for vendors, Minister Garwe emphasized that night vending remains illegal due to the associated risks, including drug abuse and lack of sanitation.

He ordered councils to put a stop to night vending activities, citing concerns over public health risks such as disease outbreaks caused by the absence of proper facilities.

Earlier, Minister Garwe visited the Bulawayo Fire Station, where he commended the partnership between the city’s fire department and UK-based fire and rescue team, Operation Florian, which has been helping to enhance local firefighting capacity. He praised their support in providing equipment and training, helping Zimbabwe improve its firefighting capabilities.

The minister also discussed the acquisition of four Red Lions fire tenders, purchased through devolution funds, which will be distributed to rural districts like Tsholotsho, Binga, and Matobo after training is completed.

In addition, Minister Garwe addressed the importance of having an approved budget for the effective functioning of councils.

He met with various stakeholders, including the business community and city councillors, to resolve a budget impasse. A team of financial specialists has been established to work together and address budgetary issues, ensuring the city’s smooth operation and development.
