Bulawayo, Zimbabwe – The Zimbabwean government is in the final stages of implementing a long-anticipated salary increment for its civil servants, with payments potentially commencing as early as next month. This assurance comes from Public Service, Labour and Social Welfare Minister Edgar Moyo, who confirmed in Bulawayo that significant progress has been made towards reaching an agreement.
“We all expect that something should have happened. There were delays in processes here and there, but I want to assure the nation that we are actively working on that,” Minister Moyo stated, emphasizing the government’s commitment to the issue.
A critical meeting of the National Joint Negotiating Council (NJNC) is scheduled to take place within days. This gathering will bring together government and employee representatives to finalize discussions, with hopes for a swift conclusion. “Within a day or two, there is going to be a National Joint Negotiating Council meeting where these matters are going to be discussed and hopefully concluded,” he added.
This impending salary review is particularly significant as public sector workers have not received an increment for nearly two years, despite a period of relative macroeconomic stability. However, recent global events, notably rising fuel prices exacerbated by Middle East tensions, have begun to erode purchasing power. This has led to increased transport fares and upward adjustments in prices by some retailers, intensifying the need for salary adjustments.
Minister Moyo clarified that the government is utilizing a job evaluation framework to guide these salary adjustments. This approach aims to ensure that remuneration accurately reflects the qualifications, roles, and grading within the civil service.
“The Government is active on the matter and an agreement will be made once the workers have put in their demand and the Government has made its offer,” he explained. He urged civil servants to exercise patience as negotiations proceed, expressing optimism that the outcome would effectively address their welfare concerns.
The forthcoming salary adjustment will be closely scrutinized as it represents a key test of the government’s capacity to balance fiscal discipline with the increasing pressure to protect workers from the escalating cost of living.
