Judicial Service Commission (JSC) Secretary, Mr Walter Chikwana, was yesterday conferred with a Doctor of Philosophy (PhD) degree in Law at the University of Zimbabwe’s 44th graduation ceremony.
The ceremony was presided over by President Emmerson Mnangagwa, who is Chancellor of all State universities. Thousands of graduates from various faculties received their degrees during the event.
Mr Chikwana, who has served as JSC Secretary since 2019, earned his doctorate following extensive research in the field of law, with a focus on judicial reforms and governance.
He was appointed substantive Secretary of the JSC with effect from 9 July 2020, having previously served in several key judicial roles. Between February 1997 and December 2011, he worked as a magistrate under the then Ministry of Justice and Legal Affairs.
In June 2015, he became Chief Registrar of the Constitutional Court of Zimbabwe, before taking up the role of Secretary of the Supreme Court of Zimbabwe in January 2018. He held that position until July 2019, when he was appointed substantive JSC Secretary.
The University of Zimbabwe’s graduation ceremony is one of the most significant events on the higher education calendar, attracting dignitaries, scholars and families from across the country.

President Mnangagwa also delivered a keynote address, emphasising the role of higher education in driving national development under the Education 5.0 policy framework.
