Former ZANU PF political commissar and Tobacco Industry and Marketing Board (TIMB) board member, Lieutenant General (Retired) Engelbert Rugeje, has alleged that the Minister of Lands, Agriculture, Fisheries, Water, and Rural Development has been deliberately delaying the appointment of a substantive CEO for TIMB.
Emmanuel Matsvaire has been serving as acting CEO since September 2022, following the dismissal of Meanwell Gudu.
Rugeje made these remarks while appearing before Parliament’s Portfolio Committee on Lands, Agriculture, Fisheries, Water, and Rural Development. He highlighted concerns over the prolonged delay in appointing a permanent CEO, stating:
“The absence of a substantive CEO has created significant challenges and a toxic environment. As a board, we are struggling to function effectively without clear leadership.”
He further noted that political and business interests were interfering in TIMB operations, worsening the situation.
Meanwhile, TIMB board chairman Patrick Devenish revealed that the selection process for a permanent CEO is in its final stages, with a shortlist set to be submitted to Minister Anxious Masuka soon.
