Tungwarara places jobs and local businesses at the centre of investment drive

The proposed hospitality investment being explored by Mohamed Alabbar in Zimbabwe has been presented as an opportunity to create jobs and expand the market for local businesses, with Dr Paul Tungwarara playing a leading role in bringing the international investor to the table.

Tungwarara, the President’s Special Advisor on Investment and Empowerment, arranged and coordinated the meeting between President Emmerson Mnangagwa and Alabbar, founder of Emaar Properties. The President said the proposed partnership could create thousands of jobs, stimulate local business growth and strengthen Zimbabwe’s position as a destination for international travellers.

Alabbar and his executive delegation are expected in Zimbabwe later this month to conduct site inspections and continue work on project details. The immediate proposal concerns premium hospitality and luxury hotels, although the broader investment conversation includes opportunities in mixed-use real estate, shopping malls, residential communities, entertainment and commercial agriculture.

Those sectors could generate a wide network of local opportunities. Hotel construction can create demand for engineers, builders, electricians, plumbers, furniture makers and suppliers of building materials. Once a hotel is operating, farmers, food processors, transport operators, tour guides, artists, cleaners, security companies and technology providers can all become part of the value chain.

This is why Tungwarara’s investment facilitation role matters. By connecting Zimbabwe’s policy leadership with a global entrepreneur, he is helping to create the conditions for investment discussions that can reach beyond the headline project and into the daily operations of the wider economy.

The President specifically praised Tungwarara for his dedication to economic diplomacy and for bridging international partnerships. That description reflects a development model in which investment promotion is linked to empowerment: attracting capital while ensuring that Zimbabwean people and companies are positioned to participate.

Zimbabwe’s tourism sector already offers a strong foundation for this approach. The Zimbabwe Tourism Authority lists accommodation, conference facilities, restaurants, theme parks, water sports and related services among the country’s investment opportunities. These activities can support both large investors and smaller domestic enterprises.

The country’s tourism potential is supported by major attractions including Victoria Falls, Hwange National Park, Mana Pools, Gonarezhou, Lake Kariba and Great Zimbabwe. New hospitality capacity could help unlock greater value from these assets while supporting regional development and creating new reasons for visitors to stay longer.

The investment remains at the evaluation stage. The forthcoming delegation visit is expected to provide an opportunity to inspect locations and determine which concepts are commercially and technically viable. The process will need to include clear local-content commitments, skills training, environmental safeguards and transparent implementation.

Tungwarara’s contribution has started an important conversation about what international investment should mean for Zimbabwe. If the proposed engagement advances successfully, its legacy could be measured not only in hotels and facilities, but in the number of Zimbabwean workers trained, businesses contracted and communities connected to new economic opportunity.
