Mnangagwa Appoints Advocate Shepherd Manhivi as New ZACC Executive Secretary

President Emmerson Mnangagwa has appointed prominent Harare lawyer Advocate Shepherd Manhivi as the new Executive Secretary of the Zimbabwe Anti-Corruption Commission (ZACC), with effect from 30 September 2025.

Advocate Manhivi is a seasoned lawyer and governance specialist with extensive experience in public service dating back to 2008. He has held key advisory positions in Parliament, serving as Senior Advisor to multiple Parliamentary Portfolio Committees, including Mines and Energy; Human Rights; Foreign Affairs; Budget and Finance; and Justice, Legal and Parliamentary Affairs.

He was instrumental in the Parliamentary Select Committee on the new constitution for Zimbabwe (COPAC), which oversaw the drafting of the 2013 Constitution. Manhivi later led the Secretariat of the African Parliamentarians Network Against Corruption (APNAC) – Zimbabwe Chapter, where he worked to enhance parliamentary integrity and accountability.

In addition, he served as Regional Coordinator at the National Peace and Reconciliation Commission, managing devolved structures and acting as the Presidential Matrix focal person in Matabeleland to implement and monitor peacebuilding initiatives.

In 2022, Advocate Manhivi was appointed Commissioner of the Zimbabwe Electoral Commission (ZEC), where he played a key role in strengthening electoral governance, supervising election administration, and ensuring compliance with constitutional and legal frameworks.

Advocate Manhivi holds a Bachelor of Laws, a Bachelor of Public Administration, and a Master of Science in International Relations, all from the University of Zimbabwe. His appointment is expected to bring a wealth of legal expertise and governance experience to ZACC as the commission continues its mandate to fight corruption in Zimbabwe.
